This uses an SPDX identifier for the project license field in pyproject.toml.

Did we want to also close this, like most of the others, for the reasons mentioned in rapidsai/rapids-metadata#44 (comment)?

It has similar failures:

  ValueError: invalid pyproject.toml config: `project.license`.
  configuration error: `project.license` must be valid exactly by one definition (2 matches found)

I'm canceling this work until a later time. License expressions are newer than I had realized. rapidsai/build-planning#152 (comment)
