The telemetry integration monitors Stacker News RSS/API feeds for active bounties and logs them as GitHub issues for the monetization runtime.

Fix

Ensured the radar ingestion service correctly parses Stacker News post items and indexes the reward metadata (10000 base sats, 20k sat award) into the runtime data store.
