NH Immigrant Contracts Tracker

A web application for tracking New Hampshire state contracts with immigrant-related service providers, including refugee resettlement agencies, language access services, and social service organizations.

Fraud Indicators

The system automatically flags contracts with the following patterns:

  • Sole Source: Contracts awarded without competitive bidding
  • Rapid Amendments: Multiple contract amendments
  • Large Increases: Significant value increases from original amount
  • Duplicate Payments: Same amount paid to same vendor in short period
  • No Competition: Contractors with many sole source awards

Note: These flags indicate areas for potential review, not accusations of wrongdoing.

Installation

Environment Variables

BLOB_READ_WRITE_TOKEN Optional Vercel Blob storage token
AI_GATEWAY_API_KEY Optional AI gateway API key
ADMIN_API_KEY Recommended API key for admin/sensitive endpoints

Setting Up ADMIN_API_KEY

The ADMIN_API_KEY environment variable protects sensitive API endpoints including:

  • All /api/admin/* endpoints (database init, cleanup, seeding)
  • All /api/trigger/* endpoints (background job triggers)
  • All /api/scraper/* POST endpoints (data scraping)
  • /api/import/csv (CSV data import)
  • /api/analyze/fraud (fraud analysis)

To enable authentication:

  1. Generate a secure random key: openssl rand -hex 32
  2. Set the ADMIN_API_KEY environment variable in Vercel or your deployment environment
  3. In the frontend, navigate to "Tools" and enter your API key

Note: If ADMIN_API_KEY is not set, authentication is disabled (allows all requests). This is suitable for local development but not recommended for production.

Usage

Web Interface

Visit http://localhost:3000 to access the dashboard with:

  • Overview statistics
  • Recent contracts list
  • Top contractors
  • Fraud indicator summary
