docs: plan community-first interface simplification

Summary

• define a community-first information hierarchy without removing 0.7.x capabilities
• split implementation into seven test-driven tasks covering report presentation, fix confirmation, and documentation boundaries
• preserve scanner semantics, fix safety, lifecycle behavior, automatic scans, and the CLI protocol as explicit non-goals
