Add RunPod Hub Documentation

This PR adds documentation for the RunPod Hub feature, including:

New Files Added

• docs/hub/_category_.json: Sets up the Hub documentation section in the sidebar
• docs/hub/overview.md: Provides a high-level introduction to the RunPod Hub
• docs/hub/publishing-guide.md: Detailed guide for publishing repos to the Hub

Key Changes

• Added Hub as a new section in the documentation sidebar
• Created an overview page explaining the Hub's purpose, benefits, and use cases
• Added a detailed publishing guide with configuration references for hub.json and tests.json
• Updated the main overview page to include the Hub as a recommended starting point
