sitevars aren't actually used, so removing
Makefile references and configs aren't actually used, so removing
Generated sitemap urls now include language and version properly in the generated URLs (only latest, as user guide is not pinned to a version)
Fix potential devcontainer env error with Sphinx when LC_ALL env var isn't configured as expected
Fixes: Enable sitemap creation for the user guide #1
