Migrate from ESLint 8 with .eslintrc.js to ESLint 9 flat config (eslint.config.mjs). Upgrade all plugins to their latest major versions (typescript-eslint v8, eslint-plugin-jest v29, eslint-plugin-prettier v5, eslint-plugin-testing-library v7, prettier v3). Add eslint-plugin-react and eslint-plugin-react-hooks to catch React-specific bugs like unstable nested components, hooks violations, and missing exhaustive deps.
