Not sure if it's possible but I just wanted to throw it out there because it would be very useful.

Proposed Solution

If your carrier blocks data hotspot maybe bypass it feature or build a custom one inside the app?

AFAIK this requires root. There are no other POC on doing this with shizuku or so right? :(
