Add process_issues.py to automate Jules session creation

Added process_issues.py to automate creating Jules sessions for GitHub issues.

• Fetches open issues from vercel-labs/agent-browser.
• Filters out pull requests.
• Creates a session for each issue with an intuitive prompt and plan request.
• Uses sources/github/sashimikun/agent-browser as the source.
• Requires JULES_API_KEY environment variable.
