with the update of jssc to maven and osgi, the windows native libs were not added to the resources/libs folder
added a description, project URL, scm and license information to the maven pom file

This PR will make the maven build for jSSC work again for Windows, because the DLLs part of the build and more information is provided in the maven pom about the project.
