Proposed changes

Added a test markdown page (segment.com/release-notes/test) that shows how we could self-host release notes. Note info is hosted in a manually-generated .yml file and styled with scss.

Still need filtering based on plans/product area, but we do have release stage filtering!

Also needs a lot of UI work, to be fair

Merge timing

for the Tweek demo vid
