Security workflow refactoring

• Trivy now outputs SARIF and uploads results to the GitHub Security tab
• Added workflow_dispatch for manual triggering
• Scoped security-events: write and actions: read to the trivy job only
• Trivy DB is cached between runs to speed up scans
