chore(release): fold the pending changes into v1.10.5 - #669

The tag was not cut yet, so the three changes merged after the version commit belong in this release rather than in an Unreleased section that would ship with it: the cdxgen 12.8.3 update, the empty-SPDX conformance fix, and the operational-KPI fix. Correct the cdxgen entry, which credited the BSD license-name fix to v1.10.5; it shipped in v1.10.4. Move the release date to the day the tag is cut.

The v1.10.5 tag has not been cut yet, so three changes merged after the version commit (#664) would otherwise ship inside the release while sitting under an Unreleased heading:
They move into the v1.10.5 section. #665 and #668 had no entry at all; #667 had one under Unreleased.
Two corrections along the way:
No code changes.
