Add data streams v5 report type

Adds a v5 report schema for funding rate reports. The special fields here are:

• FundingRate: a percentage value that will be multiplied by 10^18 to become an int
• FundingTime: Unix timestamp
• EpochDuration: Duration between funding payments

Unlike the previous report formats, we only need the ABI fields here to decode a report payload. The payload itself will be encoded using the channel EVM ABI codec.
