remove rmn blessing

This pull request removes all logic, configuration, and UI related to the rmnPermeable/RMN Blessing/Verification feature from the CCIP codebase. This includes eliminating the relevant fields from TypeScript types, removing the display and handling of RMN verification in components, and updating the configuration files to no longer include rmnPermeable data.

The most important changes are:

Type and Data Model Cleanup:

• Removed the rmnPermeable property from all relevant TypeScript types, including ChainConfig, LaneConfig, and Network in src/config/data/ccip/types.ts. [1] [2] [3]
• Updated data processing functions (getAllNetworks, getNetwork) to no longer reference or include rmnPermeable. [1] [2]
• Deleted all rmnPermeable entries from the mainnet chains configuration JSON file. [1] [2] [3] [4] [5] [6] [7] [8] [9] [10] [11] [12] [13] [14] [15] [16] [17] [18] [19] [20] [21] [22] [23] [24]

Component/UI Changes:

• Removed the RMN Blessing/Verification section from the ChainHero and LaneDetailsHero components, including UI elements, tooltips, and conditional logic. [1] [2]
• Removed all props, logic, and helper functions related to RMN verification from LaneDetailsHero.tsx and its usage in LaneDrawer.tsx. [1] [2] [3] [4] [5] [6]

These changes fully deprecate the RMN Blessing/Verification feature from both the backend configuration and the frontend display logic.
