DF-20362 Update/cbp delay balance POC

Description

Added delay logic to CBP balance endpoint to avoid "blips"

Changes

• added secondary delay "blipCache" in mem
• logic to determine when a value is considered "good"
• this is done as a POC in a balance2 endpoint for now

Quality Assurance
