fix(ci): Update workflows to use release pipeline

Updates GitHub Actions workflows to use the new release pipeline (@5.0.3).

Changes

• Updated ci.yml workflow version to @5.0.3
• Added secrets: inherit to lint-unit job
• Updated action versions to @main (chef-install, test-kitchen)
• Created release.yml workflow with explicit secrets configuration
• Created conventional-commits.yml workflow
• Created prevent-file-change.yml workflow
• Created copilot-setup-steps.yml workflow
• Created release-please-config.json
• Updated .release-please-manifest.json to match metadata.rb version (0.2.14)
• Updated CHANGELOG.md formatting (removed Unreleased section, converted list items from - to *)
