Adds a new
bitstring_status_list_20240406module in thessi-statuslibrary with support for the deprecated Working Draft 06 April 2024 of Bitstring Status List.I didn't invent anything, just copied the code from commit d06273c, just before we updated to the new version of the Bitstring Status List specification in commit 9075907.
