Add a role for deploying OpenBao. This is a deep copy of vault role with changes such as removing steps for installing Consul, variables prefixed with openbao and an configuration that uses Raft.

This has been used for deploying OpenBao for the purpose of better secret handling within Kayobe Automation.

Can you add tests so it's tested identically like the hashicorp vault one?

feat: add openbao role

This commit includes a new `openbao` role to facilitate the deployment
`openbao`. It also provides some Ansible testing to done via `GitHub
Actions`.
