re-introduce openstack-epoxy repo to R9

Re-add the CentOS Stream 9 Cloud SIG OpenStack epoxy repo to follow the upstream Kolla change (949731). To prevent cloud sig repo from replacing OVS 3.3 and OVN 24.03 LTS, rdo-ovn and rdo-openvswitch was excluded (epoxy’s rdo-openvswitch obsoletes multiple OVN versions - and defaults to 24.09 https://git.centos.org/rpms/rdo-openvswitch/blob/c9s-sig-cloud-openstack-epoxy/f/SPECS/rdo-openvswitch.spec#L10)
