Intention:

• Release managers' review is required for every change in the release branch
• All changes to Konflux configuration require a review by release managers or Konflux ACS team
  • By default, they get no notifications (-no-notifications team).
  • For human changes, they get notifications by adopting ROX-31146: Reduce spam of Konflux PRs, releasers can approve #2387 (request review from konflux-maintainers and release-mgmt)
