Resolves RFC #5645

Description

What is the purpose of this pull request?

This pull request:

• This pull request addresses RFC #5645 by refactoring the @stdlib/stats/base/cuminabs package and adding support for the accessor protocol.
• Refactor the existing implementation for consistency with other stats/base packages.
• Add support for accessor arrays via a new implementation.
• Update and expand the test suite to include accessor-specific tests.
• Update examples and benchmarks to align with current stdlib conventions.
• Ensure that the main package delegates to the ndarray implementation.
