fix: A workspace whose agent is still running sub-agents no longer shows as idle - #739

Claude can drop an AskUserQuestion without a PostToolUse: a message arriving mid-tool started a second turn branch that asked it, and the first branch then ended the turn. The park outlived the turn and suppressed every busy signal from the still-running background sub-agents, so the workspace read idle. The main agent's Stop now clears the park; when it lifts one while background tasks keep the workspace busy, the workspace goes busy. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
