Add Ascend 0G Vault 3 entry

Submitted as a separate PR per vault, since the validator allows only one entity per pull
request. Companion PRs cover the other two vaults of the same set.

Purpose

This vault holds 0G Vault OFT (0G OFT) as collateral and restakes it to help secure the 0G
network through Symbiotic. It is delegated to a single operator and serves the 0G network
exclusively, so it is submitted as network-exclusive.

The collateral originates as Wrapped 0G (W0G) on the 0G chain and reaches Ethereum as a
LayerZero OFT via the Mellow Interop OFTAdapter, backed 1:1 by W0G locked in the adapter.
