Adds symposium-cargo as a third proxy component alongside ferris and sparkle. Cargo tools (cargo_check, cargo_build, cargo_test) are now available to agents and enabled by default. New API: Symposium::new().cargo(false) to disable if needed. Co-authored-by: Claude <claude@anthropic.com>
Both symposium-acp-proxy and symposium-acp-agent now support --cargo=yes/no to enable or disable cargo tools (default: yes). Co-authored-by: Claude <claude@anthropic.com>
