GeoIDs.jl purpose

Create and revise CENSUS geographic identifiers for counties using a Postgres database as a persistent store to allow thematic mapping of county boundaries for the 50 states, District of Columbia and U.S. overseas possessions. Instructions and scripts to set up the database are included.
