Add TIP-1006 to the T12 upgrade page through the issuer burn-and-mint bridge use case. Update planned activation to October 8, 2026 for testnet and October 15, 2026 for mainnet, with times TBD. Add a brief integration note and explain which fixed gas limits may need adjusting under the T12 storage-write check, including the distinction between gas limits and gas charged.
