Update the README testnet network identity and activation epoch to 1747. Mainnet and all other README content are unchanged. Companion to #8054 (left untouched) and tempoxyz/docs#943. Validation: checked the full 96-byte identity against the supplied value, verified that only the testnet key and epoch changed, and ran `git diff --check`. Update the shared testnet identity, node override command, and network identity epoch to 1747. Mainnet is unchanged. Note that nodes on v1.15.0 or earlier without the new identity in persisted DKG state need the override.
Matches the supplied identity and the node trust-anchor update in tempoxyz/tempo#8054; follows #923.
Validation: all three network-identity tests pass using an isolated Vitest config, and
pnpm check:typesandgit diff --checkpass. The normal test command and full site build are blocked by the Vocs OpenAPI fetch (Failed to parse OpenAPI spec: fetch failed); the default test setup also needs unavailable sudo access for mkcert unless HTTP mode is enabled.
