Move the Cloud artifact tool helper off thesys-server so callers can import it from lang-core without pulling Cloud APIs onto the main parser export.

artifactTool now comes from @openuidev/lang-core/cloud, so the Cloud starter and LangGraph overlay no longer need a separate server package.
Ship the new @openuidev/lang-core/cloud export as its own version so templates and callers can pin it after publish.
This reverts commit 4cbdf76.
