Release the feature-dev fix from #45, which stopped `/feature-dev` from erroring at the slicing phase when it tried to invoke the user-only `slice` and `test-driven-development` skills through the Skill tool. This is a PATCH bump: the change fixes broken behavior in an existing skill without adding or restructuring anything. Both `plugin.json` and `marketplace.json` carry the version, so they move together, and the NEWS entry graduates from Unreleased to a dated 1.3.1 heading.
