Hey, I gave balancing a try.

I even thought about some in-universe reasoning xD

  1. Max 2 wells. Otherwise the ground water wouldn't be enough. Also they cannot go infinitely deep (max level 5)
  2. Houses are cheap, do not have high income and have a max of 4 floors (well sort of xD)
  3. Only 2 blacksmiths to not steal customers. Has rather high income but is expensive.
  4. Max 3 lumbermills to not kill all the forests. High initial cost but cheap upgrades.
  5. Only one tavern. The people should not be too drunk to work xD
  6. Also only one market but it can grow a lot.
