TWE-665: Restore tags on BlogPage and BlogIndexPage

Description of Changes Made

This is a partial revert of both 59b373d and 2d7b425 which are the two commits that removed the tags from the blog page.

How to Test

1. Create a new BlogPage
2. In the "promote" tab, select a few related services/sectors under "taxonomies"
3. Visit the blog page
4. Observe that the tags are listed under the title
5. Observe that clicking on a tag brings a list of the posts matching that tag
