docs(design-system): drop pointers to files this site does not ship - #531

Two references sent readers to things they cannot open. The CLAUDE.md link returns 404 — the file is gitignored, so it was never on the branch it linked to — and the W11 plan is described as "(in-repo)" while docs/ux/ is likewise excluded from the repository. Replace both with a statement of what is actually true: the planning notes are internal, and this page is the public source of truth for the token contract.
