Add get_media_comments, like_comment, and reply_comment functions

@lil-bunny cheers for raising the PR. Few comments:

1. We use a global init_client, so this doesn't need to be done for each tool
2. We load credentials in the same standardized name
3. For the tools please ensure all have clear docstrings, args and and returns. You can see the other tools as examples.
4. In reply_to_comment, if no username is provided we could have a dangling @ so add a case for that
