Add PMP22606 filter and rectifier reference

Summary

• add a schematic-only AC input filter and rectifier reference from PMP22606
• extract the 26-component mains input section and 40 electrical connections from TI's native TIDMBE3 Altium source
• retain the fuse, MOV, safety discharge, dual common-mode chokes, inrush relay, and bridge rectifiers while excluding the downstream PFC and bias supply
• export the subcircuit and add its schematic snapshot
