Add TIDA-01281 isolated control-unit reference

Summary

• add the schematic-only TIDA-01281 C2000 control and isolated communications unit
• extract all 98 source components, multipart MCU units, placement, named interfaces, and 175 electrical connections from TI's native TIDRPC0 Altium sheet
• retain the C2000 controller, CAN/I2C/RS-485 isolation, isolated bias, sensing inputs, PWM interfaces, clock, and debug connector
• export the subcircuit and add its schematic snapshot
