West Russia sectors update

Description of changes

• Add sectors that are nowhere in current dataset for UUWV and UWWW FIRs
• Fix a couple of existing misaligments
• Fix ordering script so it properly checks numbers (and apply reorder when needed)
• Some sectors were re-exported in qGis so they have no real changes

Reason and motivation

Matches real world sectors, improves controllers flexibility
