feat(tui): make Ctrl+C cooperative

Summary

• make Ctrl+C cooperatively cancel a running turn or steer with the oldest queued message, matching Esc
• require two consecutive idle Ctrl+C presses to exit, with a Press Ctrl+C again to exit warning after the first
• disarm the exit gesture on intervening input and preserve the existing first-press draft clearing
• extend the live TUI queue/steer smoke to cover Ctrl+C steering and double-press exit
