feat(eve): lifecycle - add turn preparation primitives

Summary

Related to #1510. Stacked on #1581.

Adds the reusable lifecycle primitives needed for framework capabilities such as memory to be built on eve's existing extension surfaces:

• introduces a post-compaction turn-preparation boundary whose prompt contributions are transient and cached once per turn
• lets framework-owned resolvers reuse the dynamic tool lifecycle, including durable replay and collision handling
• exposes the active message snapshot and cancellation signal to hooks
• applies the defineDynamic transform based on usage instead of requiring a tool-directory path

This PR intentionally contains no memory API or provider behavior. The next PR in the stack uses these primitives to remove memory-specific tool lowering and prompt bookkeeping.
