Summary

Closes #1909. Slack echoed large tool inputs as part of block_actions because eve posted the preview beside the approval buttons, causing callback size to grow with model-authored input. eve now posts tool-input previews in a preceding non-interactive message while keeping approval cards grouped in a separate controls message, preserving visible context and batched-card updates without inflating Allow/Cancel callbacks.

Validation

Focused oxlint and oxfmt on the changed Slack files
Regression covers a 12,600-character tool prompt, verifies the signed callback excludes it and remains under 3 KB, then confirms approval delivery
