Backport #2996: perf(core): cache port discovery for step invocations

AI recommendation: This is a self-contained performance fix that reuses the existing getPortLazy() cache (already present on stable) for step invocations, replacing the same isVercel ? undefined : getPort() pattern that exists verbatim on stable.
