Summary

Removes the HTML/TypeScript based UI from the codebase.

Details

The HTML output has been unmaintained for some time. In #694 we dropped the CI jobs responsible to keep it updated. Other then a recent critical break that caused GuideLLM runs to fail (#629) there has been no user requests or bug reports in some time. Considering the state of the current UI I don't believe there are any active users.

Test Plan

A startup test should be sufficient to ensure that all dependence on the HTML code has been removed.
