Add two new GitHub Actions workflows:

  • auto-version.yml: Automatically creates a version bump PR on each push to master. Supports editing the PR title to change the version (e.g. from patch to minor/major).
    • release.yml: Publishes to npm when the version bump PR is merged, using the version from the PR title.
