Added GeoDCAT

Cleaned up the merges, which didn't quite work as expected:
Added GeoDCAT back.
Removed incorrect nested section (and source indentation).
Removed no longer needed to pull request #534.
Added ‘where appropriate’ to sentence about accessibility sections.
