Use the same transaction when creating a path for a new resource

Purpose

Since a connection has already been created by JDBCResourceDAO.createResourceID, Use the same transaction when creating a path for a new resource (JDBCPathCache.addEntry) instead of creating a new one.

Goals

There should not be a need to explicitly create a transaction with READ_COMMITTED isolation level
