docs.yml has been updated based on the docuasarus documentation. also added instructions for how to do a local build/deploy for testing docs changes. |

this moves badger docs source and build scripts over to this main repo from https://github.com/SLAC-ML/Badger-Home/tree/xopt-org. New doc updates or edits should be pushed to the main badger repo.
the script (.github/workflows/docs.yml ) to build + deploy the docs webpage has been updated to reflect the docusaurus docs
after this PR, badger docs will be built for PRs and deployed on merges into main branch
