What's the problem this PR addresses?
Our patches had a few issues: they couldn't be applied on every versions, and the TS one had a problem when the cwd was a relative path.

How did you fix it?
Updated the TS patch to the latest head of microsoft/TypeScript#35206, and tweaked the patch ranges (
^2.1for fsevents, and>=3for TS).
