Changes

Support PlatformCredentialsSet versioning (#587)
Based off the data defined by the user under configurationResources.PlatformCredentialsSet,
stackset-controller creates a PlatformCredentialsSet resource, sets Stack ownership over it,
and keeps it up to date according to changes made to Stackset manifest.
