After CooperHewitt's fork of Stamen's watercolor repo, we realized that we didn't have a LICENSE file included (unlike the sibling styles Toner and Terrain which were developed at the same time as Watercolor, and which use the ISC License). So I included the ISC license in Stamen's Watercolor repository, and I'm suggesting it as a pull request to CooperHewitt's copy too, just for completeness.
Similarly, while there were README files in some of the branches of the watercolor repo (for example here, and here), there was no README in the
masterormainbranch, which is a bit confusing for people who first open up the repository and want to learn more. So I'm also including in this PR a copy of one of the most recent (but still very out-of-date) README files.
