Blocked Maternity Leave for Personnel with Infirmary Assignments

Characters who are eligible for Maternity Leave, who also had an injury, were being removed from the infirmary and placed in a state (Maternity Leave) where they couldn't be healed.

Now a character with non-permanent injuries will be blocked from going on Maternity Leave until healed.
